Before You Hire a Contractor in Any California County

These apply statewide.

  • Check the CSLB license at contractors.ca.gov before you talk.
  • Deposits are capped at 10% of the project total or $1,000, whichever is less.
  • Permits are required for electrical, plumbing, structural, and heating and cooling work.
  • Any change to the work must be in a signed written change order before that work goes ahead.
  • Get a written contract that spells out the work before any work starts.

A Quick Look at Each County

Los Angeles County. The biggest market in the state. The highest labor rates. Common jobs are ADUs, kitchen and bath, pools, and earthquake retrofit.

San Diego County. A strong market with steady demand for military housing. Common jobs are outdoor living, roofs, and heating and cooling. Watch for wildfire risk in East County.

Orange County. Very high labor rates. Homes run from tract houses to luxury. Common jobs are kitchen and bath, ADUs, and pools.

Riverside County. Growing fast, with moderate labor rates. Common jobs are patios and pools, kitchens, and energy upgrades. The Coachella Valley has a lot of luxury second homes.

San Bernardino County. A huge area, so labor costs vary. Rancho Cucamonga and Ontario run pricier than Victorville or Barstow. Common jobs are additions, kitchen and bath, and roofing.

Santa Clara County. This is Silicon Valley, with some of the highest labor rates in the country. Common jobs are whole-home remodels, ADUs, and seismic retrofit. Watch for inflated bids here.

Alameda County. Covers Oakland, Fremont, and Berkeley. Older homes, a lot of seismic work, and high labor rates. Oakland permit timelines can run long.

Sacramento County. An active remodel market with ADUs and more reasonable labor. A value market. Common jobs are kitchens, baths, pools, and roofing.

Contra Costa County. Runs from Richmond to Brentwood, so the market is diverse. Common jobs are kitchens, baths, decks, roofing, and ADUs. The east county is growing.
